Allied Community Resources, Inc. is the fiscal intermediary for the State of Connecticut, Department of Social Services' Acquired Brain Injury Medicaid Waiver Program, Personal Care Assistance Medicaid Waiver Program and the CT Home Care Program for Elders Personal Care Assistance Pilot Program.

In all, there are 19 services* eligible for payment under the ABI waiver.

As the fiscal intermediary for the three programs, Allied is responsible for assisting participants in gaining employer status through the IRS and paying providers on behalf of the individual receiving services. Allied processes all timesheets and invoices, issues payments to providers, withholds the appropriate taxes and does tax filing at the end of the year. All three programs provide individuals the choice of hiring their own providers and employees.

The ABI Program provides nineteen non-medical, home and community-based services, for individuals with brain injury who have met the program's eligibility criteria with the Department of Social Services. Those services are:

Allied Community Resources is also responsible for statewide provider outreach, approval, and training. The Department of Social Services establishes the qualification standards that each provider needs to meet and Allied uses those requirements to approve providers. The approved providers are added to the Provider Registry, which is distributed statewide and includes providers' demographic information, the services they are approved to provide and the regions in which they are willing to provide those services. Providers of some services are required to attend training on acquired brain injury and on person-centered planning. Allied holds trainings regularly around the state for providers that have submitted provider applications. Allied also offers an Advanced Training class every quarter that providers can attend to enhance their knowledge of brain injury and is important for providers in the community.
